The Craig County Board of Supervisors took action on several board appointments during their regular meeting on May 7 formalizing the roles of four individuals in various county advisory and oversight bodies.
Dan Collins was named Alternate Representative to the Department of Social Services Community Policy and Management Team (CPMT). Collins, who serves as County Administrator, will continue in this alternate capacity supporting the board’s representation on the team that oversees the Comprehensive Services Act for At-Risk Youth and Families funds. The CPMT plays a central role in coordinating a collaborative, family-focused system of services for troubled youth and their families across Craig County.
Jesse Spence, the Board’s Chair representing the New Castle District, received two appointments. He was named the primary Representative to the CPMT, replacing Jason Matyas who had served in that role since January 2022, for a four-year term running from May 7, 2026 through December 31, 2029. Spence was also appointed as ex-officio, non-voting member of the Craig County Public Library Board of Directors, filling the vacancy left by Kathi Toelke’s resignation. His library appointment runs through December 31, 2029.
Jordan Labiosa, Vice Chair representing the Craig City District, was appointed as the Chief Local Elected Official (CLEO) Member for Craig County on the Western Virginia Workforce Development Board, as required under the Workforce Innovation and Opportunity Act of 2014. The appointment is effective May 7, 2026 and runs through the end of Labiosa’s elected term on December 31, 2027. Labiosa also disclosed a potential conflict of interest at the meeting, noting his partnership in a business and employment by another company that are both potential vendors to the Department of Social Services and Community Services Boards — though he indicated he believed he could participate in related votes fairly and in the public interest under the Virginia Conflict of Interests Act.
Angela Gardner was reappointed to the Craig County Social Services Board as the Craig Creek District representative for a new four-year term beginning July 1, 2026 and ending June 30, 2030. The Craig County Department of Social Services recommended her for a second term, and the board approved the reappointment, with Labiosa abstaining from the vote.
All four appointments were approved by the Board of Supervisors during the May 7th regular meeting.
