New River Valley HOME Consortium/Town of Blacksburg Substantial Amendment to HOME ARP Allocation Plan
Notice of Public Comment
In accordance with guidelines established by the U.S. Department of Housing and Urban Development (HUD), the New River Valley HOME Consortium/Town of Blacksburg seeks public comment on the proposed amendment to the 2020 HOME ARP Allocation Plan. The purpose of HOME-ARP is to provide homelessness assistance and supportive services to qualifying populations through several eligible activities. The approved 2020 HOME ARP Allocation Plan designated that the funding allocation would be used to support the development of affordable housing for these populations. This Substantial Amendment includes the following changes to the original, approved plan:
Change in funding allocation from $2,161,332 to $2,164,582
The designation of a Preference for program participation by persons from Qualifying Populations who have been diagnosed with a serious mental illness.
The adoption of Coordinated Entry as the referral method for the project.
Members of the public are invited to comment on the draft amendment to the plan during the 30-day public comment period of 1/14/26–2/12/26. In-person comments will be received at a public meeting on 1/30/26 from 10 – 11 am at the offices of the Town of Blacksburg Housing and Community Connections, 104 Draper Road SW, Blacksburg. The draft Plan can be viewed and comments entered on the Town of Blacksburg’s website at https://www.blacksburg.gov/departments/departments-a-k/housing-and-neighborhood-services.
